The Justice and Legal Affairs Committee led by the chairperson George Gitonga Murugara yesterday vetted Ms. Caroline Nzilani and Isaac Rutto for appointment as members of the Judicial Service Commission (JSC).

Rutto is a seasoned politician who served as the Governor for Bomet County from 2013 to 2017, and also served as the MP for Chepalungu Constituency between 1998 and 2002, and 2008 to 2012.
The former legislator said that if he is successful with the appointment, he will ensure that there is fairness in the administration of justice.
“My job is basically to represent the public, and to bring their concerns to the Commission not to the Magistrates,” said Rutto.
On the question of how he will help decongest the prisons, Rutto pointed out that one of the ways is to embrace the alternative methods that include arbitration as long as it does not contradict the written law.
The committee also vetted Ms. Caroline Nzilani, a Strategic Human Resource Expert with extensive professional experience in Human Resource Management.
Members wanted to know how she will handle the issue of the backlog of cases in the Judiciary if approved, to which she said she will help champion the alternative dispute resolution mechanism through reconciliation and negotiations.
Ms. Nzilani also said that she will use her Human Resource expertise to enhance performance management by ensuring that every judicial officer is able to set goals that are “smart”, to ensure that they have clear-cut timelines to conclude cases hence decongesting prisons.
Further, the nominee emphasized on the need to digitize court cases and to amplify the use of virtual sittings to help move services closer to the people and reduce the high number of people in court rooms.
The Murugara-led committee will now do a report on the two nominees and either accept or reject their nomination.
