Simba Vindicated As Official Audit Reveals 1314 Ghost Workers On Payroll

An independent firm, Institute of Human Resource Management (IHRM) contracted to audit the staff in Kisii County has flagged 1314 ghost workers.
The report also indicated that out of 141 registered staff of People living With Disabilities (PWDs), 100 had fake disability certificates.
IHRM noted that 45 employees who had retired in 2013 and one deceased staff were still on the payroll as of October, 2022.
The findings were on Wednesday handed over to the County executive by IHRM Team with recommendations as the report expected to be tabled before the County Assembly next week.
“We recommend that staff who have benefited from irregular promotions and payments be surcharged and those officers who approved such illegalities to be disciplined, “She said.
“We also urge the County to develop a binding performance management framework” Quresha added.
According to the report, 1314 employees never turned up for the audit exercise conducted in Gusii stadium some two months ago.
In her speech, Quresha outlined that 270 employees lacked personal numbers and were therefore paid outside the regular IPPD system.
The Director advised that the County should develop a succession plan for older staff to ensure continuity of county functions.
“The County has 403 employees aged 56-60 years who in less four years are expected to proceed for retirement so there should be a succession plan in place”, she noted.
Speaking during the release of the report, she was concerned about the understaffing especially in the department of Agriculture and Health.
“Agriculture department has a serious deficit in the number of specialists while the Health needs to develop and implement the WHO requirement of one doctor to 1000 patients” she said.
Kisii County Governor, Simba Arati expressed optimism on the fight against misappropriation of County funds by a group of people.
“By the end of this month we will genuine payments of pending bills. A group of people approached us to negotiate,” Arati said.
Between June and October 2022 alone, the County lost 48.7M to irregular payments of allowances. Fraud through overpayment exceeding 8.5M per year.
