In recent years, the field of working with the appeals of individuals and legal entities has been considered as a priority direction of state policy.
The guarantees of the constitutional right of natural and legal persons to apply to the state, including law enforcement bodies, were further strengthened with the establishment of the People’s reception and virtual reception of the President of the Republic of Uzbekistan. The Law of the Republic of Uzbekistan “On Appeals of Individuals and Legal Entities” (new edition) determined the legal status of these reception centers established in order to organize effective consideration of appeals by state bodies, organizations and their officials. This Law is also significant in that officials do not have the right to refuse admission when approached on any issues, including issues that do not fall under their authority, and it specifies the procedure for organizing mobile personal admissions and public admissions.
Another important innovation in the legislation is the legal strengthening of submission of appeals by means of information and communication technologies. At the same time, according to the law, the admission schedules of representatives of individuals and legal entities and information about the time and place of its holding, as well as information on pre-registration for admission, as well as the announcement of the admission procedure on the official websites of state bodies, at the stands in places where everyone can enter in their administrative building or bringing it to the attention of interested parties by placing it on other technical means.
The introduction of the procedure for electronic reception and timely consideration of appeals through the virtual lobby of the Prime Minister established on the portal of the Government of Uzbekistan is, without a doubt, important in ensuring the effectiveness of work in this regard. It is worth noting that the effective operation of this system is an important practical step towards establishing the rule of law in our society in the future. The improvement of the system of working with the appeals of natural and legal persons in our country is not only the reason for the reliable protection of their rights and legal interests, but also has a positive effect on the rise of the legal consciousness and culture of our citizens.
It is worth noting that direct communication with the population, aimed at the full protection of their rights, freedoms and legal interests, ensuring the effective activity of working with appeals, and organizing the full, impartial and timely consideration of received appeals, is the responsibility of all states today is one of the main tasks of the bodies.
