The fight against corruption remains one of the most urgent issues of today’s world. The fight against this disease covers many countries of the world. The Republic of Uzbekistan also contributes to the fight against corruption. Currently, a number of anti-corruption programs have been adopted in our republic, and extensive work is being carried out on them.
Corruption arises from the attitude of ordinary people to high officials or state officials to each other. Any manifestation of this negative situation will inevitably bring the society to the brink of destruction.
In fact, corruption is a social phenomenon whose roots go back to the defects in the organization of public service and the specific psychology of civil servants. This indicates that it is necessary to take administrative-legal and organizational-management measures against corruption.
Corruption changes the meaning of the administrative relationship between a citizen and a state representative and causes negative consequences for both society and the state. “Corruption is a social phenomenon expressed in the use of official positions by employees of state bodies for the purpose of illegal personal gain in the material or property sense.
Today, measures are being taken to determine the causes of crime in our republic, and exposed corrupt officials are severely punished. Crime within the country is always strictly controlled by the state. A number of long-term measures have been implemented in order to prevent the spread of criminality and the impunity of corrupt officials. They define our crime-fighting strategy.
It is known that today corruption has become an international problem and very serious attention is being paid to this issue. A lot of work is being done in this regard in our country. For example, the law “On Combating Corruption” was developed by our country and adopted by the Legislative Chamber on November 24, 2016 and approved by the Senate on December 13, 2016. Article 2 of this law states: “Legislation on the fight against corruption consists of this Law and other legal documents. international treaty rules apply”
As part of the fight against corruption, the Ministry of Justice has developed a plan of measures, in which the agencies and institutions of the justice system are actively participating. In schools, colleges, lyceums and higher education institutions, contests (articles and essays) under the slogan “We will fight against corruption” are regularly held by the Ministry of Justice. In the academic year 2018-2019, the monograph of associate professor G. Alimov on the topic “System of International Standards Regulating the Liability of Legal Entities for Corruption Offenses” was prepared and published by professor B. Isroilov, PhD (author team) in December 2018. The textbooks “Sovremennaya sistema protivodeystviya otmyvaniyu prestupnykh dokhodov i finansirovaniyu terrorisma” and “Ekonomicheskaya bezopasnost” and “Ekonomicheskaya bezopasnost” were published in co-authorship with the scientists of Saint-Petersburg Polytechnic University. As part of the grant of the Science and Technology Agency of the Republic of Uzbekistan (Ministry of Innovative Development), G.Alimov and B.Isroilov authorship of the monograph entitled “TTenevaya ekonomika, korruptsiya, vzyatochnichestva: ugolovno-proavovaya otsenka” was prepared and submitted for publication.
Currently, corrupt activities are observed in every field. We can clearly see it in the field of science, art, sports and many other fields.
It should be emphasized that in order to eliminate corruption, we must first of all educate the young generation, that is, prevent them from loving money from childhood. We must remove from their minds the concept that “there is no justice in this life”.
Anti-corruption lessons should be organized in schools in order to instill intolerance against corruption from childhood. In the lesson, what is corruption and what are its harms can be conveyed in a simple language that children can understand, conversations about corruption can be held with students, and role-playing games can be played.
In fact, corruption is developing very rapidly in our country. The measures taken against him are definitely paying off. However, despite this, each of us must show our knowledge and potential in the fight against it, do something that will benefit our society, our people, and contribute to the development of our country. Why, as First President I.A. Karimov said: “We have set ourselves the task of building an open and free society in our country and we will never turn back from this path.”
It should be emphasized again that I think it will be appropriate if we work together with our people, in solidarity, in harmony, to create a free and prosperous life in our country.
