Increase The County Allocation To Sh425 Billion – Council Of Governors

The Senate Standing Committee on Finance and Budget chaired by Mandera Senator Ali Roba yesterday held a meeting with various stakeholders to deliberate on the Division of Revenue Bill 2023.

The committee first met with the International Budget Partnership together with ICPAK who gave their input on the Bill.

They jointly appealed to the Senate to advocate for an increase in the equitable share of revenue to counties to enhance their ability to deal with emergencies independent of national government.

The committee later met the Commission on Revenue Allocation and Council of Governors represented by the Kakamega County Governor FCPA Fernandes Barasa who is the chair of the Finance committee in the Council.

In their submission, the Council of Governors proposed to the committee for an adjustment of revenue growth of 55 billion to the baseline allocation of 370 billion shillings that being a 15% increase from the Financial Year 2022/2023 allocation translating to a total of 425.425 billion shillings.

The allocation represents 25.42%  of the most recent audited accounts of revenue received and approved by the National Assembly as per CoG`s submission.

The Commission on Revenue Allocation team led by Vice Chairperson Mr. Koitamet Ole Kina gave their submission reiterating its recommendation submitted to Parliament in December 2022 that the County Governments allocation should be increased from 370 billion to 407 billion shillings.

The lawmakers appreciated the 4 bodies that gave their submissions this Thursday promising to deliberate on their submissions further then give the way forward.

Other members present were Vice Chair Tabitha Mutinda, Nakuru County Senator Tabitha Keroche, Kakamega County Senator Dr. Boni Khalwale, Kisii County Senator Richard Onyonka and Migori county Senator Eddy Oketch.
