The National Assembly Departmental Committee on Housing, Urban Planning, and Public Works chaired by Johana Ng’eno yesterday met to deliberate and write a report on the National Construction Authority (NCA) Bill (2022).
The Bill which was rejected following a majority vote by Members of the Committee sought to exempt Women, Youths and People Living with Disability who apply to be registered by the board as contractors from paying prescribed fees as long as the business is a startup business venture and that the fee does not exceed Sh15,000.
While rejecting the Bill, members advised that the roles of exemption should be left to the NCA.
Members added that individuals within these categories already enjoy a special privilege while bidding for tenders where a certain percentage is exclusively reserved for them.
“As we reject the Bill we call for the sponsor of the Bill to engage the NCA management and see how individuals falling in these categories and are unable to pay such fees can be assisted administratively on need bases,” said Ng’eno.
