Conserving the major forests

Worth Noting:
- In my opinion, the National budget should focus on promoting green economic alternatives , to enable low carbon, resource efficient and socially inclusive to boost vulnerable people whose livelihood depend on natural resources.
- In addition, green economy improves human wellbeing and builds social equity while reducing environmental risks and scarcities, preventing the loss of biodiversity and eco system hence aiming at promoting suitable development without degrading the environment.
- On rising commodity process, Government should adopt distortionary policies such as subsidies which benefit the rich at the expense of the intended people to as the save lives of the vulnerable people who suffer on behalf of others.
It’s very clear that on 30th June 2022, Uganda will be in position to read the budget financial year 2022/2023. It’s clear that parliament has passed 48.1 trillion budget with post Covid 19 economic recovery high on the agenda under theme” Industrialization for Inclusive Growth, Employment and Wealth creation”. Our economy has been affected by shocks such as covid 19 pandemic, the regional geo political conflicts, climate change .All these developments affected governments financial position through the reduction in government revenues.
More to that, we need to appreciate that our country is hardest hit by climate change impacts such as drought, floods , high green carbon gas emissions, desertification among others. All these has led to food insecurity, hunger, poverty, theft , death , among others hence poor standards of living by common people.
This therefore calls active participation for both Civil Society Organizations which will work with Government to promote budget participation to enable citizens hold their leaders accountable. Note worth, the National budget month go a long way in creating citizen’s awareness on the importance on paying taxes and their role to demand for transparency and accountability from duty bearers .
However, amidst the stiff economy, we implore Government to ensure fair and just tax policies in the FY2022/23 as the economy emerges from the devastating COVID-19 effects and getting plunged into the gradual commodity price increase. In addition, Civil Society Organizations should collaborate with Government to increase citizens’ participation in the budget process for a credible, transparent, and accountable budget process. More so, its everyone’s responsible to participate in the planned activities of the National Budget Month and get acquainted with Government commitments so they can effectively hold themselves accountable on its commitments.

In addition, for effective transformation of the National budget , Government should not introduce new taxes in FY 2022/23 to enable economic recovery. More so, there is also need to invest in climate finance to increase on adaptation, mitigation and resilience hence defending the environment from destruction.
Therefore, When we focus on promoting Green economy agenda, we shall embrace new models of economic development that addresses challenges of creating prosperity, due to the fact that its guided by integrated , accountable and resilient institution. This will also help to achieve the sustainable development goals by 2030. It will also help in achieving our vision 2040 of transforming the country from predominantly low income to competitive middle income country within 30 years .
Lastly, Uganda’s budget is one of the most transparent budgets in the world. I therefore, call upon all of you, fellow country men and women to participate in these activities of the Budget Month in order to appreciate the opportunities available and the Government priorities in the Budget.
This will strengthen the collaboration between the Citizens and the Government towards improved accountability for public resources and better service delivery”
