Spending limits and school reforms are rewriting the rules of Kenyan democracy β if they hold.

Two regulatory processes now in the public domain will determine who competes in Kenya’s 2027 General Election and how prepared the next generation of voters will be when they arrive at the polls.
The Independent Electoral and Boundaries Commission gazetted the Election Campaign Financing Regulations, 2026 on 7 August, setting contribution and spending limits for the 10 August 2027 poll. Presidential candidates face a KSh6.11B ceiling; political parties, KSh24.45B. The Nairobi City limit stands at KSh181 million. No single donor may contribute more than 20 per cent of the total allowable contributions. The spending window opens six months before the election and closes 14 days after.
History counsels scepticism. The IEBC gazetted a KSh4.4B presidential limit in 2021, then revoked it weeks later after the National Assembly rejected the regulations on a technicality. A 2016 notice met a similar fate. Whether this iteration holds will depend less on the gazette notice than on enforcement. The commission says it will deploy a monitoring team; Nairobi Law Monthly has noted the cap is only as strong as the IEBC’s willingness to act against violators.
Meanwhile, the National Assembly Education Committee conducted public hearings across 31 counties between 14 and 25 September on six education reform bills. The legislation covers basic education, tertiary funding, national assessments, teacher training, qualifications and the curriculum institute, drawn from the Presidential Working Party on Education Reform. Teacher unions KNUT and KUPPET participated. A consolidated report covering all 47 counties will go to Parliament.
Rules on paper mean little without institutions willing to enforce them.
