Nyeri County Assembly Approves The Report On The County Fiscal Strategy Paper, 2023

The County Assembly of Nyeri has adopted the report of the Budget and Appropriations Committee on the County Strategy Paper (CFSP) 2023.
This is after it was presented to the Assembly by the Chairperson, Budget and Appropriations Committee and Dedan Kimathi Ward MCA Gibson Wahinya .
The document outlines the broad strategic priorities that will guide the County Government in preparing its budgets for the Financial Year 2023/ 24 and over the medium term objectives.
The strategic direction of the CFSP is aligned to the policies outlined in the various county government policy documents which include the County Integrated Development Plan (CIDP) and Sectoral Strategic Plans (SSP).
While tabling the report for adoption, the committee chairman noted that his Budget Committee extensively engaged the County Treasury in a consultative session on the CFSP as per the laid regulations of the County Government Public Finance Management which provides that before tabling a report containing recommendations on the County Fiscal Strategy Paper for adoption by the County Assembly the relevant Committee of the Assembly shall seek the views of the County Executive Committee Member on its recommendations.
“Regulation 26(4) of the Public Finance Management (County Government) Regulations, 2015, provides that once the County Fiscal Strategy Paper is adopted by the County Assembly it shall serve as the basis of expenditure ceilings specified in the Fiscal frame work”, he noed during the session that was presided over by Assembly Speaker James GichuhiMwangi. Further, the regulations provides that the ceiling for the development expenditure and personnel spending of the County Government budget shall be approved and be binding for the next two budget years.
