For the first time in our history, Uzbekistan is defined as a social state in the newly revised Constitution. That is, attention and care for people is the most important duty of the state and society. This requires the observance of certain rules in the conduct of state policy in the field of social security. The newly revised Constitution stipulates that the state will undertake a number of new obligations to reduce poverty, ensure employment, and protect against unemployment. In general, the norms of the Constitution related to the obligations of the state in the social sphere are being increased by 3 times. Article 46 of the newly revised Constitution stipulates that “everyone has the right to social security in the event of old age, loss of working capacity, unemployment, as well as loss of a breadwinner and other cases provided for by law.” And this provision is consistent with the provisions of Article 25 of the Universal Declaration of Human Rights. Although at first glance, the social guarantees provided for in Article 46 of the Constitution seem to be narrower in terms of their scope compared to those in the declaration, in fact, by applying the legal formula “has the right to social security in other cases provided for by law”, the scope of such guarantees and It has been achieved that the content will be wider than that listed in the Declaration. The state creates the necessary conditions for the development of the system of social services and defines pensions, allowances and other types of social assistance. The amount of pensions, allowances and other types of social assistance cannot be less than the officially established minimum consumption expenses. The legislation of some foreign countries stipulates that the amount of pensions and allowances shall not be less than the specified minimum consumption basket or subsistence minimum. This certainly guarantees the confidence of the population in need of social assistance in the future. Therefore, the amount of pensions, allowances and other types of social assistance should not be less than the minimum consumption expenses – improving the standard of living of citizens, preserving their purchasing power, preserving their health, and their ability to work. ensures that it does not go unnoticed.Since social protection is one of the important and priority directions of the social policy pursued by our state, its legal foundations should also fully correspond to this priority, reflect all the positive changes and achievements that are taking place in our country, and the most the important thing is that it should be based on our ideas that a person, his rights and interests are the highest value. After all, as the President of the Republic of Uzbekistan Sh. Mirziyoev noted: “Reforms in the social sphere in the new Uzbekistan are evidence of the improvement of the standard and quality of life of our people.
