Yesterday, the Constitutional Implementation Oversight Committee (CIOC) convened a meeting with the National Police Service Commission (NPSC) to address concerns regarding the commission’s execution of its mandate as outlined in Article 246(3) of the Constitution, the functions prescribed by the National Police Service Commission Act, and any obstacles encountered during the constitutional implementation process.
Under the chairmanship of Gathoni Wamuchomba, MP (Kiambu), Members of the Committee specifically sought clarification on the Commission’s handling of promotions, recruitment, and budget allocation.
In his presentation, the Chairperson of the Commission, Mr. Eliud Kinuthia said that there is a perceived overlapping of the mandate of the Commission. He further pleaded with the Committee to consider and support the Commission by intervening in protecting the Commission’s mandate.
He added that the Commission has never received funding to undertake recruitment process.
“This mandate has had influence from the Office of the Inspector General of Police, which is illegal as the Constitution stipulates it is solely the mandate of the Commission to recruit. This is a matter of concern because of the recruitment that is coming up,” added Mr Kinuthia.
Mr. Peter Leley, the Commission’s Chief Executive Officer, further revealed that most Human Resource Management decisions are made by the Inspector General, for police officers and civilian members of staff without approval by the Commission.
The Committee Chair, Gathoni Wamuchomba expressed the Committee’s dissatisfaction saying that the uniformed Commissioners failed to appear before the Committee, without written apology.
“We will send an invite to the Inspector General and all uniformed Commissioners so that we can deliberate on the way forward”, said Wamuchomba in her closing remarks.
