National Food Expected To Receive KSHS 2 B In Supplementary Budget

The Ministry of Agriculture has established the National Food Reserve with an allocation of Kshs. 2 B to buy white maize to boost Kenya’s food security.
This is according to the Supplementary estimates 1 that is under the scrutiny of the committee on Agriculture and Livestock.
Members of the committee chaired by Dr. John Mutunga (Tigania West) engaged the Ministry of Agriculture and Livestock CS, Mithika Linturi, PS State Department on Crops, Dr. Rono and PS State Department on Livestock, Mr. John Mueke for the consideration of the Supplementary Estimates 1 for FY 23/24.
Lawmakers’ raised pertinent questions regarding , duplication of functions within agencies which have undertaken overlapping farmer and livestock registration initiatives in the past.
“Farmer and Livestock registration should be harmonized across all 47 counties.
The Ministry needs to have streamlined approach to data management and dissemination to avoid duplication,” Dr Mutunga.
Members of the committee acknowledged the allocation of Kshs. 1.7 billion for sugarcane farmers’ compensation in Nzoia, Muhoroni, Chemelili, SONY and Miwani state owned mills. This allocation follows the Committee’s recommendations on the Action Plan to Revitalisae the Sugar Sector.
MPs also sought updates on the status of payment to Small Holder Grain farmers who supplied maize during the 2022 subsidy programme.
Regarding Livestock, Committee Members queried the fate of critical Livestock Projects, raising alarm over the significant decrease in the State Department’s budget.
The committee expressed concern with the viability and efficacy of donor-funded projects and their impact on local communities, with Members acknowledging the need for comprehensive evaluation of the utilisation of Appropriation in Aid Funds.
Legislators directed the Ministry to provide comprehensive reports on the financial impact of locust infestations, the trajectory of the Enable Youth and Women Enterprise programmes, and their contribution to the agricultural landscape.
