Recently,a high-level dissemination event took place in Nairobi, uniting key African Union (AU) organs, the European Union Delegation to the African Union, and Expertise France. This assembly aimed to present the achievements and insights from the African Governance Architecture Support Project (AGA-SP), a four-year continental cooperation project designed to advance democratic governance, human rights, and citizen engagement across Africa.
Project Overview
The AGA-SP, launched in 2020, has been integral to the African Union Commission’s reform process to enhance its structural and operational efficiency. The project is aligned with Aspirations 3 and 6 of the African Union’s Agenda 2063, envisioning a continent characterized by good governance, respect for human rights, justice, the rule of law, and people-driven development, particularly emphasizing the potential of women, youth, and children.
Support and Implementation
The project provided crucial support to five key African Union and AGA platform organs:
The African Commission on Human and Peoples’ Rights (ACHPR)
The Pan African Parliament (PAP)
The African Peer Review Mechanism (APRM)
The African Court on Human and Peoples’ Rights (AfCHPR)
The Committee on the Rights and Welfare of the Child (ACERWC)
Additionally, the Economic, Social and Cultural Council (ECOSOCC) played a significant role in enhancing citizen engagement and participation in political processes. Strategic civil society organizations such as Afrobarometer and the European Partnership for Democracy (EPD) were instrumental in implementing initiatives like the Data for Governance Alliance and the Charter Africa Projects in collaboration with AGA member organs.
Key Achievements
Under the AGA-SP, notable progress has been made in four critical areas:
Implementation of Political Norms: The project has been pivotal in ensuring that political norms, standards, and recommendations by AGA Platform members are effectively implemented and adhered to by African Union Member States. This has bolstered the adherence to democratic principles and human rights across the continent.
Citizen Engagement: Enhancing the engagement of African citizens with AGA platform members has been a cornerstone of the project. Efforts have focused on fostering a more inclusive political landscape where the voices of all citizens, especially marginalized groups, are heard and considered in decision-making processes.
Coordination and Synergy: The project has significantly improved coordination, complementarity, and synergy among AGA Platform members and with other relevant actors. This includes regional organizations, national institutions, and civil society organizations, ensuring a unified approach to governance and human rights.
Management Efficiency: Strengthening the effective and efficient management of AGA organs has been crucial in supporting their mission and goals. This aspect of the project has focused on building the capacity of these organs to operate more effectively and sustainably.
Event Highlights
The dissemination event in Nairobi provided a platform to share key learnings, insights, and outcomes of the AGA-SP project with a broad constituency of political stakeholders and representatives from African Union stakeholders and beneficiaries. Roundtables featuring high-level experts discussed future perspectives and strategies for sustaining and building upon the project’s achievements.
As the AGA-SP project approaches its conclusion in June 2024, today’s event underscores the importance of continued collaboration and innovation in promoting democratic governance and human rights across Africa. The shared experiences and lessons learned will serve as a foundation for future initiatives aimed at achieving the ambitious goals set forth in the African Union’s Agenda 2063.
The commitment shown by the African Union, its international partners, and civil society organizations highlights a collective effort to advance democratic governance and human rights. The success of the AGA-SP project demonstrates that cooperative efforts can lead to significant progress, setting a precedent for future endeavors in the region.
