Members of the Kisii County Assembly have successfully passed a budget of Ksh. 13.8 billion for the fiscal year 2023/24.
This decision was made during a special sitting held before the June 30 deadline, which was necessary as the Assembly had been adjourned indefinitely due to a fight for their welfare.
Kennedy Abincha, the County Executive Member for Finance, Economic Planning, and Information and Communication Technology (ICT), presented the estimates to the Assembly. He stated that the county government would receive Ksh. 9.2 billion as an equitable share from the national government.
In the Estimates tabled by Finance, Economic Planning and Information and Communication Technology 9 ICT) County Executive Member, Kennedy Abincha, said the county government will get Ksh. 9.2 billion equitable share from the national government.
In the estimates he tabled at the Assembly, Medical Services, Public Health and Sanitation was allocated Ksh. 4.2 b, Finance, ksh.1.3b and Education, Technical Training an innovation, Ksh. 1.2 b.
Agriculture, Livestock and Fisheries was allocated Ksh. 1.1 b, Infrastructure, Roads and Public Works, Ksh. 1 b, Public Service and County Administration, Ksh. 601 m, Water, Environment, Natural Resources, Energy and Climate Change, Ksh. 547 m and Lands, Physical Planning and Urban Development, Ksh. 379 m.

Additionally, Ksh. 4.9 billion was allocated for development expenditure under the Executive’s departments, while Ksh. 1.2 billion was allocated for the County Assembly’s recurrent expenditure.
The Speaker of the House, Dr. Philip Nyanumba, chaired the session, and Ksh. 224 million was earmarked for development projects within the Assembly.
Under the theme “Economic Recovery for Inclusive Growth,” the CEC mentioned that the county would receive Ksh. 1.1 billion in conditional grants from development partners, Ksh. 421 million in grants from the national government, and generate Ksh. 650 million from local sources.
To enhance revenue collection, the county plans to map revenue streams, set targets, and enact new legislation.
Peter Otachi, Member of County Assembly for Monyerero Ward and Chairman of the Budget and Appropriation Committee, noted that the county had embraced ward-based budgets, with each county receiving Ksh. 39 million to support residents’ development activities.
The committee set a realistic target of Ksh. 650 million for revenue generation, although the county has the potential to raise Ksh. 1.2 billion.
Majority Leader Henry Moracha urged the County Executive Committee members to ensure the timely utilization of funds allocated for various projects.
He expressed concern that some CECs were unaware of the funds allocated to their departments, emphasizing the importance of their active involvement to avoid any issues with the Assembly.
During the budget debate, several members of the Assembly called upon the county government to settle pending bills to prevent interference with the next budget cycle.
Kisii County is among the first counties to approve the budget for the fiscal year 2023/2024.
