Committee on Labour chaired by Erick Muchangi yesterday received submissions from the Cabinet Secretary in charge of Public Service, Gender and Affirmative Action Aisha Jumwa and Lessuda Naisula sponsor of the Public Service Internship Bill, 2022.
The proposed Bill seeks to improve the working conditions of interns in Public offices in both national and county governments.
It calls for interns engaged in the public service be entitled to sick leave as well as maternity or paternity leave for the period of their attachment. The interns to be paid subsistence allowance as may be determined by the Labour CS. Personal accident insurance cover to be valid for the duration of the internship period.
The CS observed that the Public Service Internship Bill is timely and addresses the inherent gaps that are prevalent, adding that the Ministry has Policies and Guidelines which cover all aspects of Internship and Volunteerism in the Public Service.
The policy also provides a framework and guidelines for the harmonization and standardization of internships in the Public Service.
Members of the Committee had divergent views with some calling for the Kenyan private sector to be included in the Bill.
During the meeting, the committee raised concern, noting that there are institutions that charge a fee to interns. Legislators called on the relevant ministry to investigate.
In addition, lawmakers sought amendments on the definition of key words and phrases in the Bill.
The National Assembly Committee on Labour is expected to have further meetings as the committee deliberates on the Public Service Internship Bill.
