Tackling the long-standing issue of medical stock-outs, the CS announced key reforms at KEMSA, including recapitalization and enhanced accountability systems. He reiterated the Ministry’s goal of achieving a 100% order fill rate across all public health facilities, enabled by a digitized, end-to-end supply chain and a national track-and-trace system to ensure every medical product is accounted for from supplier to patient. Addressing maternal and child health, Duale called on families to prioritize immunization, aiming to raise Lamu’s childhood vaccination coverage from 60% to 100%. He also urged health facilities to enhance antenatal and maternity care to reduce preventable maternal deaths. The CS encouraged county leadership, religious leaders, cultural elders, youth groups, and the media to support the rollout of the Social Health Authority (SHA), which has already registered over 70,000 individuals in Lamu. He emphasized the importance of community-led awareness and oversight to ensure that SHA benefits reach every household. In a strategic move to bolster road safety and strengthen the management of government vehicles, the Government Vehicle Control Unit (GVCU) is collaborating with the National Transport and Safety Authority (NTSA) to conduct comprehensive training sessions for all government vehicle drivers.

The NTSA, a regulatory body established under the NTSA Act of 2012, operates under the Ministry of Roads and Transport through the State Department for Transport. It is tasked with promoting and enhancing road safety, regulating the road transport sector, and ensuring that transportation on Kenyan roads remains safe, reliable, and efficient. This upcoming training, which will be conducted face-to-face, is mandatory for all government vehicle drivers. It aims to equip them with the knowledge and skills necessary to uphold high standards of safety and compliance on the roads. The training is a crucial step in GVCU’s renewed efforts to enforce its mandate to “Stop, Check, and Report” any irregularities involving government drivers and vehicles. This rigorous oversight will apply regardless of any inconvenience it may cause users, reinforcing the commitment to transparency and accountability. Currently, Ministry drivers are holding mandatory hybrid (partly virtual) meetings in preparation for the training across all government vehicle units (GVCU).
