Senate Committee members during yesterday's session

Senate Committee on Labour and Social Welfare yesterday held another meeting regarding the alleged fraud by First Choice Recruitment and Consultancy Agency.
Senior officials from The Cabinet Secretary, Ministry of Labour and Social Protection, National Employment Authority, Management of First Choice Recruitment and Consultancy Agency attended the session which was chaired by West Pokot Senator Julius Murgor.
Also present were Cabiney Secretary Simon Chelugui and Uasin Gishu Senator Jackson Mandago.
The latter two appeared before the committee to answer to the question of their involvement with the aforementioned recruitment agency.
The duo categorically stated that they only attended the Agency launching event through invitations on their capacities as the then Cabinet Secretary for Labour and Social Protection; and the then Governor of Uasin Gishu County respectively.
National Employment Authority submitted to the committee that Agency’s Certificate expired on 18th February 2023 and it has not been renewed, since the Vetting Committee is yet to receive background security reports notably from the National Intelligence Service which is mandatory.
Also, in May 2022 the said Agency had written to NEA regarding the Mass Recruitment for the FIFA World Cup in Qatar to which NEA did not grant their request as the Agency lacked a valid Registration Certificate, at that time their Certificate had expired on 18th February 2022. Moreover, the Agency had not submitted the job order.
In a meeting held at the Uasin Gishu County Commissioner’s Office with the Agency and NEA, the Agency was directed to provide documents indicating the details of the Clients they had registered, amount of money paid by each job seeker, those who paid and went to Qatar, those who paid and never went, those who were reimbursed the amount they had paid and those who are yet to be reimbursed and the amount to be paid to each.
The Agency however has not submitted the said documents yet.
The committee has advised the management of the Agency to engage with the Petitioners in the presence of Labour Officer at the earliest to chart a way forward regarding reimbursement of the unpaid dues to the Petitioners and present before the committee a written report on the same in one month’s time.
Among the Senators present are George Mbugua, Rtd. Justice Madzayo, Mohamed Faki, Crystal Asige, Miraj Abdulrahman, Alexander Mundigi and Samson Cherarkey.
