Worth Noting:
- This is likely to happen to other project affected persons (PAPS) from the Tilenga project in Buliisa, Kingfisher in Kikuube and the ten districts affected by the East Africa Crude Oil Pipeline (EACOP). This should not happen again because these other projects are going to displace a thousand families from the Bunyoro sub region and the Greater Masake.
- When this happens again, it will impact mostly the vulnerable groups of people like the children and women hence resulting to the increased cases of separations among the families, increased levels of school drop outs, increased levels of the poverty which will led to over wheeling of the hospitals with increased cases of bipolar disorders, misery, mental illness and others.
Last week the media reported about the oil refinery persons grappling with various problem ranging from bipolar disorders, misery, mental illness, destitution, high levels of poverty , death and others resulting from the misuse of the compensation money which was given to them between 2013 and 2015 to replace their land , crops and other property.
It is noted that most of the project affected persons (PAPS) after getting the oil money, many of them resorted to marry 2-5 women, buying liabilities instead of assets and others taking beers and slaughtering goats meat for fellow villagements every day because they were seeing that their money were not going to get finished. Most of the project affected persons are now suffering because of the failure by the government of Uganda and the oil companies to carry out the thorough sensitization among the PAPS.

The discovery of the oil and gas in the Bunyoro-sub region is also likely to be a Cush too many oil affected persons (PAPS) if the government and the oil companies fails to sensitize the project affected persons on how to use properly the compensated oil money. The thoroughly sensitization on the how to use the compensated oil money will help the people to invest their money in the reasonable businesses, reduce disorders among the people and enable project affected persons to appreciate the oil projects in their areas.
Therefore, I call on the government of Uganda and the oil companies to carry out thoroughly sensitization of the project affected person in order to avoid the scenarios that are currently happening among the oil refinery affected persons in Hoima.
