Worth Noting:
- This time round the government of Uganda needs to put in place the strategies for all unfinished businesses before the implementation the parish development model and these include;
- put in place the strong measures that are going stop the people responsible for implementation of the program from misusing the public funds allocated for the Parish development Model, ensuring that all the parishes across the country are have the parish chiefs to present the program, giving the public adequate sensation about the parish development model program and supporting the farmers with already existing farming activities especially those one with eco-friendly activities like bee keeping, fish rearing and fruit growing and others.
Recently the media reported about the president of Uganda and other important government officials launching the parish development model at Kibuku primary school, Kibuku district in Bukedi sub-region. The program was launched with the aim of helping the Ugandans from the parish levels to increase their household income and join the money economy.
The people at parish levels are likely not to increase their household increase and not to join the money economy because since National Resistance Movement(NRM) came into power in 1986 , a lot of programs like Youth Livelihood Program(YLP), Emyooga , Uganda Women Entrepreneurship Program(UWEP) and OWC as well has been failing along the way because of the failure by the government to prepare well before the implementation.
Today the government of Uganda has launch the new program of Parish Model development with the a lot of unfinished businesses like absence of the parish across the country, absence of legal framework to harmonize poverty alleviation initiatives, limited sensation of the public about the program and no measures for the high corruption among government officials. The above scenarios are likely to fail the new program of the parish development model.

In addition to that, the Ministry of Energy needs to increase investments in renewable energy sources like increasing the funds and the implementation of biogas, energy saving stoves, solar and other renewable energy sources to reduce the pressure imposed on the forests for fire wood and charcoal, Promoting green economic sector alternatives for instance focusing on promoting green sector alternatives such as tourism, fisheries and forestry, agriculture, renewable energy and others as opposed to oil and gas developments.
These green sector alternatives have the potential to revive the country’s economy through job creation while promoting environmental conservation and climate change mitigation and finally the ministry of Finance needs to conduct a cumulative analysis on the effectiveness of PDM which will help to trace the progress of the parish development model.
In my opinion ,the government of Uganda will achieve the parish development model program in all the parishes across the country after correcting all un finished business that have been failing the previous programs
