The Senate Committee on County Public Investment and Special Funds (CPISFC) yesterday, grilled Nyeri Governor Mutahi Kahiga and County Executive in regard to audit queries raised by the Auditor General concerning the two water investment companies owned by the County.
The water companies on the radar of scrutiny are Nyeri Water and Sanitation Company Limited (NYEWASCO) and Othaya Mukurwe-Ini Water Services Limited (OMWASCO). Issues in question range from mismanagement, discrepancies in the asset register, pending bills, staff ethnical diversity, non-compliance with the one-third basic salary rule, and non-compliance with Water Regulatory Board Regulations on personnel costs.
For the first time since the advent of counties, CPISFC, Chaired by Vihiga lawmaker Godfrey Osotsi, considered audit queries raised by the Auditor General on county investments.
The powerful Senate watchdog Committee sought answers to audit queries from financial years 2018/2019, 2019/2020 and 2020/2021.
The Senate has fundamental roles of governance concerning counties.
It is constitutionally empowered to invite or summon Governors to appear before it or any of its Committees for the purpose of answering questions and providing requisite information.
Other members present were Senators Ledama Olekina, Eddy Oketch, Maureen Mutinda, Hamida Kibwana and Karungo Thangwa.
