The National Assembly’s Public Investments Committee on Social Services Administration and Agriculture yesterday questioned the Kenya Medical Practitioners and Dentists Council (KMPDC) over a myriad of queries appearing in their recently audited accounts contained in the Auditor General’s report, and the issue of the recanted overdrawing of their KCB account.
In an audit review sitting of Financial Years 2017/18, 2018/19, 2019/20 and 2020/21 chaired by the committee’s substantive Chairperson Emanuel Wangwe from Navakholo constituency at a Machakos Hotel, the committee took the the Chief Executive Officer of the institution Dr. David Kariuki to task to explain how the Council has continued to operate while they are technically insolvent meaning they lack capacity.
From the Auditor’s report of the 2017/2018 Financial Year, the statement of financial position reflected that liabilities were at Sh16,531,666 exceeding the available assets which were at a balance of Ksh. 3,551,023 resulting to a negative working capital of Sh12,980,643.
“Hon. Members, the Council had not been receiving money from the exchequer until the year ended June 2021. This therefore means that facilities had challenges in meeting their obligations . Hon. Chair, we have a limited revenue base against an expanded mandate. The only revenue received was from Registration and Licensing of Doctors and Health Facilities”, explained Dr. Karuiki.
He further offered to clarify on the issue of overdrawing from the KCB account saying this was an error, adding that the cheques had been taken back to the cash book to correct the error, a claim the Auditors were unable to confirm.
Members of Parliament Wambugu Wainaina (Othaya), Fatma Jeho (Wajir) and Peter Masara (Suna West) requested that the CEO provides the Committee with the bank statements to prove that the cheques had been reversed.
Other issues raised were on undisclosed material uncertainty on going concern, Financial Performance and sustainability of service – Going concern, Budgetary controls and performance.
Dr. David Kariuki however appealed to the the National Assembly through the Committee to help the Council get enough allocations interms of funding from exchequer to enable them address the issues of capacity to deliver services.
