THE forthright, principled, eloquent, sharp and dedicated Speaker of the Nairobi County Assembly The Honorable Ken Ngondi has achieved an 80% approval rating according to
Nairobi County Social Audit Network.
The Network Attributed the rating to his style of leadership in the County assembly where there’s decorum and professionalism as opposed to yester years where City Hall was synonymous with chaos, anarchy and disorder
The Chairman of the Nairobi County Social Audit Network Mr. Edward Githaiga notes:
“Nairobi City County Assembly since the inception of the Devolved Unit of Nairobi was established under the Constitutional Article on Devolution, County Government Act 2012. We have based our findings according to the Social Audit Conducted at The Nairobi City County Speakers Performance in the following Key and Significant Areas that we found to place a good measure of social impact analysis and legislative/oversight analysis. Therefore we used this areas of performance Indicators to base our scorecard:
- Legislative Role
- Oversight
- Cohesion, Diversity and Gender Balance
- Public Participation
In the past 10 years since the establishment Nairobi City County Assembly and coming from a Defunct Past of Nairobi City Council, Nairobi City Speakers Office has being at the centre stage of its existence and at most has being riddled with political machinations, violence, corruption and poor leadership. The last County Assembly 2017 – 2022 is an optimal example of an Assembly run through intimidation, misuse of Speakers Office and Powers, a Toothless County Assembly Public Service Board mingled in Ethnicity, Harassment, Corruption and Bad Leadership.
Oversight role of checks and balances of the Nairobi City County Government in the past by the
County Assembly have been compromised and weakened typically through handouts,
Intimidation, blackmail, violence, sexual harassment, police brutality and toxicity.
The Speaker of Nairobi City County assembly Kennedy Ngondi a seasoned Nairobi Politician who has served as an MCA, Deputy Speaker, a Councilor and Chair of Health Committee was elected as Speaker on the 29th September 2022 after a hotly contested election that divided the assembly almost in half.
- Legislative: According our findings the Nairobi City County Assembly under his leadership there has been the establishment of the Nairobi City County Assembly Public Service Board, which has seen the smooth running and flow of the County Assembly Business in conjunction with the Office of the Clerk. The County has passed the highest number of Policies and By laws ever seen since the Start of Devolution. The Structural Leadership between the Assembly both Minority and Majority are working in a Bipartisan Perspective and Approach taken thanks to the County Assembly Speaker. The same approach has been witnessed according to the findings that legislation, policy and other instruments needed for the smooth flow is the mode of operation at the county assembly, as the Supplementary Budget, and Financial Appropriation Estimates have brought floor of the assembly and The Speaker according our Findings has also ensured that Nairobi City County as a devolved unit remains intact and has built strong channels within the County Government Act with the Executive and Senate that is people driven and development and service provision taking centre stage. 8 out of 10
- Oversight: It has been established that the Oversight Role of the County Assembly remains Vigilant and Independent in its operations. Through the County Speaker, the Floor of the House has been opened for mature debate and has seen little or no Standoff and Wrangles that were the norm at the assembly. The Oversight role played by the County Assembly members all 127 of them rest in the capacity of the Assembly Leadership, Particularly the oversight role of ensuring that what the County Government is in Line with the Constitution and various statutes provided for, the formation and the smooth running of the Committees of the Assembly that have the mandate to interrogate, inquire, make request for Information, both on Revenue and Expenditure. The findings show that there has been a considerable shift in the Over sighting role played and the citizens of Nairobi can rest assured that under the Leadership of Ngondi a seasoned Nairobi Leader with Personal traits that enable him to execute such a role and enabling the county assembly oversight committee undertake there mandate as provided for in the County Government Act 2012. The County Assembly as mentioned has been able to lobby at the Senate Budgetary and other County related committees for increase of funds to the Assembly to enable members undertake their oversight mandate with the Requisite resources available. 8 out of 10
- Cohesion, Diversity and Gender Balance. The Nairobi city County Speakers Office was were the report concluded as the Public wanted to know how many officers work at the Speakers Office, It was found to be Ethnically balanced, Community considerations, and gender sensitive. The Office has six employee as provided for in the SRC Act and Circular 1 Personal assistant (Muslim) Female, 1 Driver (Luo), 1 Cook (Kamba), Gardener (Luo),
Personnel Secretary (Kikuyu) female. The Membership of the Public Service Board at the Assembly also scores high in regards to Cohesion as membership of the Board comprises of the Speaker, two members nominated by both minority and majority, the clerk and two members representing the Public. Any recruitment of staff is mandated to the Nairobi City County Assembly Public Service Board and as provided for ion the Constitution and County Government Act 2012. This they Scored 9/10
- Public Participation: The County Assembly of Nairobi has proven to be one that allows Public Participation, and Access to Information and Receives Public Petitions and takes action as proscribed in the Laws of Kenya. The County Assembly Speaker is ardent human rights defender and is people centered in his approach, His office at the time of the Social Audit was filled with citizens from all walks of life, and a sense of Confidence is emitted by the Public. The Speakers Gallery is ever packed and busy as sessions in the floor take place actively, the Social Media and Sessions Viewing is also made public and is updated often so as to inform the general public, residents of the city of Nairobi. This we gave 8 out of 10
