Karomatov Dilshod
The National Center for Human Rights of the Republic of Uzbekistan has an effective system for working with appeals from the population. The department dealing with the appeals of individuals and legal entities is mainly engaged in the activities in this regard.
By the decision of the President of the Republic of Uzbekistan dated December 10, 2018, the Center is responsible for:
receiving representatives of individuals and legal entities, considering their appeals;
implementation of monitoring and analysis of the resolution of appeals;
direct study on the ground of the activities of state bodies, law enforcement structures, including the practice of ensuring human rights in penal institutions;
concerned state bodies and organizations are assigned the task of making recommendations on ensuring the observance of human rights and the restoration of violated rights and freedoms of citizens.
In the past period of 2022, the center received more than 900 applications for implementation. So far, more than a quarter of these considered appeals have been resolved positively.
When the appeals are analyzed from the point of view of their origin, the majority of appeals come from the city of Tashkent, Tashkent, Kashkadarya and Samarkand regions.
The analysis shows that most of the applications received this year are the same as in previous years: administration of justice;
from court decisions;
preliminary investigative actions and the decisions of the responsible persons who conducted them;
dissatisfaction with the decisions of local state authorities;
consists of appeals on land allocation and rights to housing.
It is known that, based on the requirements set forth in Article 9 of the Law “On Appeals of Individuals and Legal Entities”, reception of individuals and representatives of legal entities in the Center is held on the specified days and hours, according to the admission schedule.
About 30 percent of the appeals received by the Center during the analyzed period are appeals received during the personal admission process.
At this point, a legitimate question arises: what needs to be done to ensure citizens’ trust in courts and law enforcement agencies?
For this, in the words of President Shavkat Mirziyoev, the constitutional principle of the priority of human rights and freedoms must be unconditionally ensured in the daily activities of state bodies.
Therefore, “Man, his value, rights and freedoms are the highest value.” This principle means that every enterprise, organization, institution should direct its activities to ensure human rights and legal interests.
