The National Assembly Committee on Education yesterday reviewed the proposed Technical and Vocational Trainers Service Council Bill, 2025
The draft Bill provides for the establishment of the Technical and Vocational Trainers Service Council. The Bill outlines the composition, functions, and powers of the Council, as well as the qualifications and procedure for the appointment of its members.

The Bill also addresses matters relating to the human resource management and development of trainers and makes provisions for related purposes
Members of the Committee noted that the draft Billย seeks to establish a TVET Council that will formulate policies to achieve its mandates, provide strategic direction, leadership and oversight to the secretariat; recruit, appoint and maintain a register of Trainers; deploy, promote and transfer Trainers to serve in any public institution.
In a meeting chaired by Julius Melly, lawmakers recounted their insights drawn from inspection visits undertaken by the Committee to assess the state of various TVETS across the country where they noted the challenges particularly in recruitment, remuneration and career progression and professional development of Trainers.
