Members of the National Assembly’s Public Investments Committee on Social Services, Administration and Agriculture yesterday played host to the management of the Kenya Medical Laboratory Technicians and Technologists Board for an audit review sitting chaired by Emanuel Wangwe from Navakholo constituency.
During the sitting, the committee went through audit reports spanning seven Financial Years as presented by the office of the Auditor General.
The years included, 2014/2015, 2015/16, 2016/17, 2017/18, 2018/19, 2019/20 and 2020/21.
Among the striking issues cited across all the Financial Years was the long outstanding payables, receivables from exchange transactions and Trade, and other Payables from Exchange transactions.
From the report, the committee questioned why the Kenya Medical Training College (KMTC) had failed to pay for the training and other services they get from this cooperation.
It was noted that KMTC has an 11 years outstanding debt as inspection fees by the KMLTTB, but there had been no efforts to compel them pay the money.
According to the Registrar of the institution Mr. Patrick Kasabei, KMTC is one of the biggest clients they work with and therefore the institutions had agreed on a payment plan.
“We are all government agencies and have very close relations with KMTC. We have had meetings about the delays to pay for the services we offer to them and agreed on the mode of payments. They are even offering our courses, that is why we have not taken them to court, we are therefore planning for more meetings to resolve this challenge,” he added.
The committee also raised the issue of legality of the board and payments done to board members as allowances in the financial year 2020/21.

Members of the committee quesioning why the entity continued to pay allowances to board members when their legality in office had expired.
“It’s important the committee invites the Inspector General of State Corporation for interrogation to come and tell us how they are managing some of these agencies as there seems to a big lapse on how State agencies are supervised”, said Wangwe.
Members further requested that the Ministry of Health be invited before the committee to explain why they had failed to take remedial action and make appointments of a new board .
Mr. Kisabei was later asked to resubmit the responses for all the financial years reviewed yesterday since they were not satisfactory and other responses missing.
