Embu County Executive for Finance and Economic Planning, Prof. Joe Kamaria, appeared before the County Assembly to respond to allegations of incompetence and contempt of the House.
Members of the County Assembly have initiated an impeachment process against him, accusing the CEC of failing to submit quarterly budget implementation reports and ignoring multiple summons by the Assembly’s Finance Committee.
Prof. Kamaria, who appeared before the committee of the whole House chaired by Deputy Speaker Ibrahim Swaleh, was found guilty of both offenses. MCAs claimed he disrespected the Assembly by sending a junior officer—neither an accounting officer nor a policy maker—to respond to critical financial queries.
Despite his apology and pledge to make amends, the MCAs dismissed his defense as insincere, further accusing him of tabling forged documents and deliberately withholding requested information.
The Assembly recommended his removal from office in line with provisions of the County Governments Act and the County Assemblies Powers and Privileges Act, with several MCAs insisting he was unfit to manage county finances.
