Kindiki urges regulators to boost coordination for efficient service delivery and stronger governance

Deputy President Kithure Kindiki has called on Kenya’s regulatory bodies and agencies to strengthen coordination, warning that inefficiencies, duplication, and delays undermine government performance and public trust.

Speaking yesterday during the opening of the 3rd Annual Regulatory Authorities and Agencies Conference held at South Eastern Kenya University in Kitui County, Kindiki said regulatory institutions play a central role in shaping how citizens experience government services and economic opportunity.

He stressed that Kenya’s 127 Regulatory Authorities and Agencies (RAAs) must operate as a unified system rather than fragmented entities working in isolation. According to him, poor coordination often results in duplication of roles, bureaucratic delays, and confusion that slows down service delivery.

“We must ensure that the presence of the 127 regulators translates into coordinated strength, clarity, and efficiency rather than duplication, confusion, and delay,” he said.

The Deputy President noted that Kenyans expect regulatory institutions to act with urgency, fairness, and transparency, especially because their decisions affect nearly every sector of the economy, from licensing and compliance to safety standards and market regulation.

He warned that weak or inconsistent regulatory action erodes public confidence in government. Conversely, he said, fair, firm, and predictable regulation strengthens trust and legitimacy.

“When regulatory action is weak, inconsistent, or compromised, government itself appears weak,” he said. “But when regulation is firm, fair, and predictable, government earns trust, credibility, and legitimacy.”

Kindiki urged agencies to avoid complacency, emphasizing that performance must not only be internal but visible and tangible to citizens. He said public service institutions must demonstrate impact in how they regulate markets, enforce standards, and protect livelihoods.

“It is not enough that you are working; your work must be seen, felt, and experienced by the citizens we serve,” he stated.

He further underscored the importance of adhering to constitutional principles under Article 232, which outlines values and principles of public service, including accountability, responsiveness, and fairness.

“No citizen should ever have to ask where the government is because the government is present wherever rules are set, standards enforced, safety assured, and fairness upheld,” he said.

In his formal statement, Kindiki reaffirmed the government’s commitment to improving efficiency in public service delivery, protecting livelihoods, and creating a fair and predictable regulatory environment. He emphasized that regulators must align their work with the Bottom-Up Economic Transformation Agenda (BETA), which focuses on reducing business costs, improving compliance, enhancing fairness, and boosting economic opportunity.

He said regulatory agencies must exercise their statutory powers; including licensing, inspections, approvals, and enforcement in a manner that supports economic growth while safeguarding public welfare.

The Deputy President also highlighted the need for regulatory reforms that enhance transparency, reduce risks, and improve the overall quality of life for citizens.

The conference brought together senior government officials, including the Head of Public Service Felix Koskei, principal secretaries, and board members of various regulatory agencies, all tasked with improving coordination and performance in the public sector.

Kindiki concluded by reiterating that effective regulation is central to governance, economic stability, and public confidence, urging agencies to embrace discipline, collaboration, and efficiency in executing their mandates.
