Major Bribery Ring Exposed At KIHBT Kisii Campus As EACC Raids Offices, Homes Of Officials

The Ethics and Anti-Corruption Commission (EACC) has uncovered what appears to be a well-coordinated bribery and extortion scheme at the Kenya Institute of Highways and Building Technology (KIHBT) Kisii Campus, following a series of raids conducted last Friday.

Armed with court-issued search warrants, EACC detectives simultaneously searched the institution’s premises and the homes of three officials from KIHBT and the National Transport and Safety Authority (NTSA).

The operation targeted a suspected bribery network allegedly run by instructors in the Plant Operation Department, accused of extorting money from students taking NTSA administered driving tests.

According to investigators, instructors demanded a “facilitation fee” of KSh3,100 from each student to guarantee a pass in the practical driving exams. Those who declined to pay were allegedly failed automatically. In some cases, students who paid the bribe reportedly received passing marks and certificates without undergoing the actual driving test.

Preliminary findings point to two instructors;Philip Dawa and Fidel Omondi as the masterminds of the bribery scheme. The money collected was allegedly shared between the instructors and NTSA examiners involved in administering the tests.

EACC also uncovered a parallel scheme involving the illegal collection of tuition fees. Despite formal regulations requiring students to pay the mandatory KSh65,000 tuition fee and KSh1,050 registration fee through an official school pay bill number, investigators found that some students paid instructors directly. Those who did so were charged only KSh40,000, raising suspicions of massive fee diversion.

Financial investigations revealed unusual mobile money activity linked to the two instructors. Over the past three years, Philip Dawa is said to have moved more than KSh34 million through two M-Pesa accounts, while Fidel Omondi allegedly transacted KSh8 million over the same period.

During the raid, detectives arrested Fidel Omondi, recovering KSh171,000 in cash from an envelope hidden inside his jacket. Several other items believed to be critical to the investigation were also seized.

The suspect was booked at the Kisii Police Station and is expected to face charges upon the completion of investigations.

The EACC has urged members of the public to remain vigilant and report corruption cases through its toll-free hotline 1551 or at any of its regional offices, reaffirming its resolve to dismantle bribery networks that compromise service delivery across the country.
