Nyeri County Assembly nominated MCA Kelvin Kariithi Wambui making his contribution yesterday.

The County Assembly of Nyeri last evening approved a motion moved by nominated MCA Kelvin Kariithi urging the County Executive Committee Member in charge of Gender, Social Services and Special Programmes to develop an elaborate County Policy on street families’ rehabilitation and re-integration.
While moving the motion, Kariithi who represents the Youth noted that the presence of street children along the streets poses security risks to passers-by, such as snatching of their mobile phones, pick pocketing and harassment of passers-by as they demand for handouts.
He informed members that according to the National Census of Street Families Report 2018 by the Ministry of Labour and Social Protection in Kenya, Nyeri County has a total of 972 street persons comprised of 64.8% male and 35.2% female;
He further observed that the National Government has in the past made efforts to address the plight of street families through the establishment of the Street Families Rehabilitation Trust Fund (SFRTF) to among others co-ordinate rehabilitation activities for street families, conduct public education on street families’ issues, mobilize resources and fundraising as well as receive donations and funding street families’ rehabilitation programmes. However, despite valiant efforts by the National Government to address the issue of street families across the Country, the street families’ phenomenon has persisted and hence the street families do not enjoy the rights enshrined in the Constitution.
In supporting the motion, other members underscored the need to have a County Policy on the rehabilitation and Re-integration of Street families underscoring that Article 43 of the Constitution of Kenya guarantees every person the right to the highest attainable standard of health, accessible and adequate housing, adequate food of acceptable quality, clean and safe water in adequate quantities, education and social security among others.
In a sitting Chaired by the Deputy Speaker and Ruring’u Ward MCA Samuel Kariuki, the House resolved that County Executive Committee Member in charge of Gender, Social Services and Special Programmes conducts a census of street families in the whole County to determine their numbers and demographics which will be crucial for planning, budgeting, policy and decision making. Additionally develop an elaborate County Policy on street families’ rehabilitation and re-integration.
Further, Facilitate Annual Rites of Passage Programmes for the street children and Initiate programmes and work in tandem with other stakeholders that is either governmental or non- governmental organizations in addressing the issue of street families in Nyeri County.
