National Service and Walinzi Credit Sacco Chairman Dr. Isaac GM Andabwa and CS for Cooperatives and MSMEs Hon. Wycliffe Ambetsa Oparanya

Today the Officials of National Service and Walinzi Credit Sacco led by the Chairman Dr. Isaac GM Andabwa held an intensive consultative meeting with the CS for Cooperatives and MSMEs Hon. Wycliffee Ambetsa Oparanya on his first day in office at the NSSF building in Nairobi.
Accompanied by Walinzi Sacco social partners from Kenya Commercial bank, Kenya Security Industry Association (KSIA)- CEO Dr. Mustapha Shiyuka and officials from the *Association of North Rift Security firms the team appealed to the CS to:
- Expedite an inquiry and audit All the Sacco’s in the private security industry within the last 5 years and hold accountable those found culpable of embezzling/mismanagement of members savings, Walinzi Sacco included.
- Regulate the number of Saccos in the sector with a focus to have a single sector SACCO like National Police, Mwalimu and Harambee Sacco’s .
- Establish/set up legal framework that protects the interests and shares of Sacco members viz-vis the management and oversight of the entities with clear separation of powers, roles and mandate of the stakeholders.
Dr.Andabwa reiterated the critical role of Sacco’s in addressing the plight of workers including private security officers and employers in general in terms of medical, insurance and last respect cover as well as intervention/ cushionary measures in the event of delayed salaries.
In the earlier MoU signed between KCB and Walinzi Sacco – the bank will leverage on its countrywide network to provide customised services and products on savings and investment to serve private security officers spread across the country at the comfort of Smart Apps on their phones as well as offer training and capacity building to the Sacco members on best approaches to save, borrow and invest.
Other than private security officers, Walinzi Sacco is also targeting caregivers , house help managers , cleaners , gardeners , cooks and drivers within household units, a pipeline dream envisioned by Dr. Isaac GM Andabwa (OGW) over10 yrs ago.
The Walinzi Sacco Chairman appealed to guards and employers to walk the talk and synergize their efforts towards establishing a stable and formidable sector SACCO devoid of empty rhetoric and witch-hunts/bad mouthing for the general welfare of the guards.
Dr. Andabwa advised the CS to embrace a tripartite collaboration between CS for Cooperatives & MSMEs to empower Sacco members, *CS for Labour to enforce compliance and CS *National Interior & Administration for enforcement of sector regulations & policies inorder to streamline the sector and push for the enforcement of the minimum wage for the private security officers.
He appealed to the CS to address the greatest enemy in the private security industry which is casualization, unfair tendering and retrogressive laws and Sacco by – laws that are deterring sectoral growth and job security.
Dr.Andabwa is advocating for a single sector CBA purely based on the nature of assignment categorization and geographical location other than company brand names.
Advanced steps are in progress between the Walinzi Sacco Chair and CS for labour Dr. Alfred Mutua to convene a meeting and voice the plight of guards more specifically on the enforcement of minimum wage and better working conditions for the guards.
On his part the Cabinet Secretary emphasized on:
- The need for good leadership and governance for the All Saccos in the republic of Kenya , with adherence to the 2/3rds gender rule.
- Need for structured systems for accountability and transparency in All Sacco’s .
- Need for well-structured office and office bearers/officials/ staff devoid of corruption and nepotism in All Saccos .
- The CS tasked the Commissioner for Cooperative Development to urgently iron out any pending matters affecting Walinzi Sacco and ensure it rolls out its operations professionally. The *CS appealed for more awareness and official launch of Walinzi Sacco for the general public to understand its membership scope.
The CS lauded the move undertaken by KSIA & ASSOCIATION OF NORTH RIFT SECURITY FIRMS for joining Walinzi Sacco. Together with Dr. Andabwa they appealed for more Associations to join Walinzi Sacco moving forward.
Dr. Andabwa thanked the CS for Cooperatives and MSMEs for giving priority to Walinzi Sacco officials on his first day in office and promised to support his core objective of empowering the common mwananchi, guards inclusive in line with the Governments BETA policies.
