Transport Committee Meets With Ntsa On National Transport And Safety Authority (NTSA) (Amendment) Bill:

Transport and Infrastructure committee met with — Hon. Simon Ng’ang’a’s Bill, which seeks to amend the National Transport and Safety Authority Act No. 33 of 2012. The bill seeks to assign additional functions to the Authority to include the establishment of systems and procedures for registration and licensing of two and three wheeled motorcycle taxis.

Hon. Simon wanted the establishment of systems and procedures for the regional registration and licencing of two and three wheeled public motor cycle taxis.

He also wanted NTSA to establish systems and procedures for the regional registration and licensing of drivers of two and three wheeled public motor cycle taxis by county governments in consultation with the Authority.

In his response Principal Secretary (PS), State Department of Transport, Mr Mohammed Daghar told the Committee that there are Acts, already provided for by NTSA. “The issue of registration of motorcycles by regions is not the best way to go. Should the National Government register motorcycle by regions, it is unclear what would happen to the registration once the motorcycle is disposed to another third or fourth owner who resides in different regions.”

NTSA Act is ambiguous and ought to be revised.  The Authority also needs to involve public participation in that matter.

Hon. Didmus Barasa who chaired the meeting said that the motorcycle sector needs to be regulated. He also said that just like public service vehicles motorcycles need to be registered in Saccos. He urged the Permanent Secretary to look into the suggestions.
