The Senate Committee on Devolution and Intergovernmental Relations yesterday held a meeting deliberate on the process of impeachment in the wake of planned ouster of Meru governor Kawira Mwangaza.
The Committee, led by Vice Chair, Sen. Catherine Muyeka Mumma also discussed the implementation of the Urban Areas and Cities Act.
A statement issued by Senate Communication team read in part, “The Committee anticipicated the Motion which was approved by the Clerk of Meru County Assembly to initiate impeachment proceedings against the Governor of Meru County Hon. Faith Kawira Mwangaza for gross misconduct and abuse of office. Subsequently the Committee resolved to have Members taken through the process of impeachment of a Governor,”.
The statement further continued, “The Committee acceded that if the motion will be forwarded to the Senate they will apply Legal Framework as provided for in Article 181 of the Constitution to resolve the matter”.
However, the Committee indicated that it would initiate a mediation process between the Meru County Governor and the Members of the County Assembly to resolve the issue.
On the issue of devolution, the Committee had a concern on implementation of the Urban Areas and Cities Act No. 13 of 2011 with the objective to establish a legislation framework for the classification of Areas as Urban Areas or Cities, The Governance and management of Urban Areas and Cities and the participation by the residents in the governance of Urban Areas and Cities.
The Committee further wanted to know how Urban Areas and Cities have been established and managed starting with the four cities across the country namely Nairobi city, Mombasa city, Kisumu city and Nakuru city.
Other Members present at the meeting were Sen. Peris Tobiko while Sen. Esther Okenyuri Anyieni and Sen. George Mungai Mbugua attended virtually.
