A report from the Independent Policing Oversight Authority (IPOA) has revealed that six victims are still missing, two individuals have been found dead, while twenty victims have been located alive.
During a session with the Departmental Committee on Administration and Internal Security, IPOA CEO Mr. Elema Halake stated that the Authority is actively investigating two fatal cases and four cases of injuries related to abductions, which are suspected to involve members of the National Police Service (NPS).
While presenting his report, Mr. Halake informed the Committee that the Authority has observed an emerging trend in which NPS officers conceal their identities during operations, use unmarked vehicles, and distort vehicle registration plates.
On the other hand, a report from the Kenya National Commission on Human Rights (KNCHR) indicated that the Commission recorded 60 fatalities since the youth-led demonstrations began on June 18, 2024. These fatalities included 59 males, one female, and three minors.
According to Prof. Marion Mutugi, post-mortem reports revealed that most of the deceased were shot with live bullets during the protests, while others succumbed to injuries from blunt trauma.
“The Commission documented 1,376 cases of arrests across the country during the demonstrations. The actual number may be higher, given that the Commission had limited capacity to cover and verify all incidents,” said Prof. Mutugi.
She further explained that police often rounded up protestors indiscriminately, forced them into police trucks, and took them to various police stations.
“The arrests were arbitrary and included children, who were charged in court with various offenses and detained in prisons, contravening the Children’s Act,” Prof. Mutugi added.
In a session chaired by the Vice Chairperson, Dido Rasso (Saku), the Committee urged IPOA to conduct more detailed research on the cases of abductions.
The Committee also encouraged stakeholders to approach Parliament if they encounter issues that they do not know how to address.
