The National Assembly Committee on Trade, Industry, and Cooperatives has successfully mediated a dispute between the Council of Governors (CoG) and the Ministry of Cooperatives and Micro, Small, and Medium Enterprises Development over the Cooperatives Bill.
In May, the committee, chaired by James Gakuya of Embakasi North constituency directed both parties to find common ground on the bill after they clashed during a hearing before the House team.
Yesterday, Bungoma County Governor Kenneth Lusaka, representing the CoG, informed the committee that an agreement had been reached.
The Cooperatives Bill 2024 aims to establish a comprehensive legal framework for the management and operations of the cooperatives sector in Kenya.
“I want to confirm that the Council and the Ministry engaged and developed a joint agreement specifically addressing the contentious issues in the Cooperatives Bill,” said Lusaka, who also chairs the CoG Agriculture, Livestock, and Cooperatives Committee.
He was accompanied by his colleagues, Governors Mutahi Kahiga (Nyeri), Ben Cheboi (Baringo), and Paul Otuoma (Busia).
The Ministry was represented by David Obonyo, a Commissioner for Co-operatives.
Gakuya and the committee’s vice chairperson, Aldai MP Marriane Kitany led the lawmakers in expressing their gratitude to both parties for reaching an agreement.
“We asked you to sit and reach a consensus on the contentious clauses in the bill. We are happy that you did that, and as a committee, we want to assure you that we will expedite the passage of the bill, which has numerous benefits for Kenyans,” said Gakuya.
Representatives from various State Departments, including Trade, the Intergovernmental Relations Technical Committee (IGRTC), and the Office of the Attorney General, have also presented their views on the bill to the committee.
