President William Ruto’s administration has taken a bold step in intensifying its communication strategy to counter negative publicity and address the public outrage that fueled recent protests. The reorganization of the Presidential Communication Service (PCS) and the formation of a broad-based Cabinet are clear indications that the government is committed to enhancing transparency and engaging with stakeholders to find solutions to the challenges facing the nation.
The expansion of the PCS to include five new departments, each led by a Secretary appointed by the President, demonstrates a commitment to improving communication between the President’s office, State House, and the public. The appointment of experienced professionals like Munyori Buku, David Nzioka, Eric Ngeno, James Kinyua, and Wanjohi Githae to head these departments suggests that the administration is serious about delivering its message effectively and efficiently.
One of the most significant acknowledgments made by President Ruto is that his communication team may have failed to provide adequate information regarding some of the new tax measures introduced in the Finance Bill, 2024. This admission of shortcomings is a refreshing departure from the norm and shows that the President is willing to learn from his mistakes. The proposed multi-sectoral, multi-stakeholder engagements within 14 days to chart the way forward on the Finance Bill’s content and address auxiliary issues raised, such as the need for austerity measures and strengthening the fight against corruption, is a positive step towards finding solutions to the challenges facing the country.
The formation of a broad-based Cabinet, with the President retaining six of his initial 22 Cabinet Secretaries and naming five new faces for consideration and approval by the National Assembly, is another significant move. The new Cabinet is expected to enhance, broaden and deepen the national economic turnaround plan as outlined in the Bottom-Up Economic Transformation Agenda. This diversity in the Cabinet composition suggests that the President is willing to listen to different voices and incorporate various perspectives into the government’s decision-making process.
However, the success of these communication and transparency initiatives will depend on their implementation and the government’s ability to deliver tangible results. The public has grown weary of empty promises and rhetoric, and they will be looking for concrete actions that address their concerns and improve their living conditions.
The intensification of the communication strategy, coupled with the reorganization of the PCS and the formation of a broad-based Cabinet, is a positive step in the right direction. It shows that the Ruto administration is willing to learn from its mistakes and adapt its approach to better serve the needs of the Kenyan people. As the government continues to navigate the challenges facing the nation, it is crucial that it maintains this commitment to transparency, accountability, and effective communication with the public.
President Ruto has acknowledged that poor communication and inadequate public engagement have left some Kenyans unable to connect with the government’s programs, policies, and projects.
