Scouts Act To Be Aligned With Constitution – MP John Kiarie

The Scouts Act is set for amendments to conform with country’s Constitution.

The move is expected to be spearhead by Dagoretti South Member of Parliament John Kiarie who is also the President of the World Scout Parliamentary Union (WSPU) Kenya chapter.

Mr Kiarie says that WSPU is working on legislation that will be tabled in Parliament to make amendments that will entrench scouting activities in the counties.

Speaking over the weekend, the United Democratic Alliance (UDA) lawmaker said that the current Scouts Act was enacted before the introduction of the current Constitution and needed to be amended.

“The Act, as it is now, is an archaic Law that was enacted many years ago before the 2010 Constitution. There is a need to repeal the Act so as to align it with the 2010 Constitution and incorporate activities of scouting at the counties,” noted the MP, who is also the first Vice President of WSPU globally.

He said that the new Act of Parliament will ensure that the funding of scouting activities through KSA anchored in Law and allocated in one of the government ministries for continuous funding.

“Today as we speak, the budget for activities of scouting is issued as a roadside declaration by the President of the Republic. We are happy and honoured that the five Presidents have been supportive to the scouting movement. But the movement has been depending on the magnanimity and favour of a sitting President,” Kiarie said.

Senate Speaker Amason Kingi has assured that a legislation will be endorsed so as to support scouting activities in the country.

“We will go an extra mile to ensure that we have relevant legislation and policies to support the scouting movement,” Mr Kingi said.

Nyeri Governor Mutahi Kahiga said his government, in partnership with WSPU, will construct the Baden-Powell Center of Excellence and an eco-lodge in Nyeri so as to boost tourism through the scouting movement.

“We are calling upon the national government to increase the budgetary allocation towards the scout movement. For quite some time, we have had a strong scouting movement and have contributed to the production of good leaders in Kenya. Unfortunately, we lost it and failed to concentrate on scouting matters,” the governor said.

WSPU stands out as a caucus for parliamentarians across the world committed to supporting scouting activities and youth development programmes through legislation and resource mobilisation.

The WSPU Kenya Chapter has done commendable work over the years in building capacity in the youth on matters of Leadership and Governance; National Values; Mentorship; and Volunteerism and Community Service.

The chapter hosted the WSPU Assembly 2023, at Kagumo Teachers Training College in Nyeri County where dozens of movement members attended.

The first ever WSPU Africa Conference brought together host Parliamentarians from Kenya, County Assemblies, African Countries’ Parliamentarians and International delegates.

During the forum’s formal plenary and group breakout sessions, the delegates deliberated and passed resolutions on a number of key topics of concern for Parliamentarians in Scouting.

The conference which was the first of its kind to be held in Africa, also saw participants immerse themselves into many scouting experiential activities including excursions, site seeing, hiking, camp fire chants and dances, cultural cuisine dining and cultural displays.

Yesterday,  Kiarie disclosed that Kenya’s excellent hosting has seen WSPU-Kenya get the nod to host the bigger Global WSPU General Assembly in 2025.
