The Senate Majority Leader Aaron Cheruiyot has urged the House to establish legislative frameworks to address the persistent issue of delayed disbursement of funds to counties.
Speaking during the Senate midterm retreat in Naivasha, Cheruiyot who made a submission on the legislative agenda and priorities for the Fourth Session emphasized the need for the Senate Devolution Committee to take the lead in ensuring that all county functions are fully devolved.
“The Senate Devolution Committee should take a lead and ensure all county functions are devolved,” he stated.
He further underscored the importance of adequate funding for counties stressing that timely and predictable disbursement of resources is essential for effective devolution.
“Sharable revenue should be adequate, predictable and timely in order for devolution to function appropriately,” he reiterated.
Echoing his sentiments, the Senate Deputy Minority Leader and Kitui County Senator Enoch Wambua called on the Senate to take a firm stand in advocating for the success of devolution.
“We must stop the thinking that the National Government has the capacity to allocate resources to county governments,” said Sen. Wambua.
He further insisted, “We must ensure that every aspect of the devolved functions is transferred to counties together with resources.”
As the retreat concluded yesterday, Narok County Senator Ledama Ole Kina read out various resolutions reached during the sessions. He assured members that a comprehensive report would be submitted to the House when it resumes on Tuesday nextweek.
The retreat was officially closed by Deputy Speaker Sen. Kathuri Murungi who commended members for their commitment and encouraged them to approach the Fourth Session with enthusiasm and dedication.
