The NG-CDF CEO Appears Before The Decentralised Funds Accounts Committee

The Decentralised Funds Accounts Committee of the National Assembly, chaired by Gideon Mulyungi (Mwingi Central), held its second meeting with the board of the National Government Constituency Development Fund (NG-CDF) and officers from the national treasury.
The agenda of the meeting being to review the status of NG-CDF’s implementation of the special fund’s accounts committees recomendation’s from the Auditor Generals financial reports from Nairobi, Kisumu, Kiambu, Taita Taveta, Kwale, Mombasa, Kilifi, Tana River and Lamu counties for the years 2013/2014, 2014/2015 & 2015/2016.
The NG-CDF CEO Mr. Yusuf Mbuno addressed the committee on the actions that the fund had undertaken in order to meet the recommendations that had been provided by the Special Funds Accounts committee which provided oversight on the NG-CDF in the previous parliament.
The Auditor General’s report had raised queries on several issues among them, Submission of audit documents, Accuracy of financial documents, implementation of projects, Un-surrendered imprest, Liability transfer, Engagement of Fund Account Managers, Board Operations, EACC Investigations and Non remittance of statutory deductions.
When questioned by Homa Bay Women Rep Hon Joyce Osogo, both the officer representing the Treasury, Mr. Simon Kibia and the NG-CDF CEO appeared to be reading from different scripts, as they could not provide definitive answers as to why constituencies had yet to receive any funds despite the country being in its third financial quarter.
Consequently, the Chairperson, Hon. Gideon Mulyungi ruled that the CEO and his team were to appear before the committee on a separate date to answer to the various queries that the committee had for them.
