Abstract: This article describes the role and procedure of psychologists in working with minors.
Key words: delinquency, crime, social norm, teenager, prevention.
We know that with the laws of the Republic of Uzbekistan “On Internal Affairs Bodies”, “On Prevention of Crimes” and “On Prevention of Misconduct and Crimes Among Minors”, our state competent authorities assigned to Internal Affairs bodies the task of prevention of offenses among minors.
Prevention of delinquency and delinquency among minors – aimed at identifying and eliminating the causes and conditions that allow the delinquency and neglect of minors, committing delinquencies or other antisocial behavior, carried out together with individual preventive work system of social, legal, medical and other measures. In order to ensure the implementation of the requirements of the above laws, the internal affairs bodies have been implementing prevention of offenses among minors in several directions.
Although until now the prevention of crimes among minors has been carried out by the internal affairs bodies, we think that the efficiency of the units of the internal affairs bodies engaged in this activity did not give sufficient results. Therefore, at the meeting of the expanded Committee of the Ministry of Internal Affairs held on February 12, 2021 under the leadership of the President of the Republic of Uzbekistan, special attention was paid to this issue, and some shortcomings in working with minors were pointed out. A new mechanism for working in this direction was proposed. For this purpose, PQ-5050- number decision was made. Based on the decision, on the basis of the principle of “Safe educational institution”, in order to prevent delinquency among minors early, in exchange for reducing 2,000 psychologist staff units of general secondary educational institutions from July 1 of this year, 1,100 staff members of district and city internal affairs bodies introduction of the positions of psychologists for juvenile issues consisting of units, their number will be increased to 2,000 by introducing an additional 900 state units in 2022, and their direct place of service was determined as general secondary educational institutions.
Also, on the basis of the newly introduced system, psychologists are responsible for improving the psychological environment in general secondary educational institutions for each student, forming a sense of tolerance for violations of the law among minors, and working with problematic students in their places of residence. with the participation of their mothers, it was decided to assign work tasks to the address. Today, the execution of the Government’s decision is ensured, and 1,100 psychologist positions have been proportionally concentrated in the system of the Ministry of Internal Affairs in the regions, and service rooms for psychologists in general education schools have been allocated to them by the Ministry of Public Education.In order to effectively organize their activities in this regard, the “Temporary regulation on the organization of the activities of the divisions of the internal affairs bodies on minors” was approved by the relevant order of the Minister of Internal Affairs, and the mechanism of their activities was determined. According to the regulation, the main tasks of the units on juvenile issues are comprehensive and systematic analysis of information about the criminogenic situation among minors, evaluation of the effectiveness of the use of existing forces and means, and the commission of offenses committed by minors. identification and elimination of the causes and conditions;
improvement of the psychological environment in general secondary educational institutions for each student section, formation of a sense of non-tolerant attitude towards law violations among minors, targeted work with problematic students in their places of residence with the participation of their parents;
consideration of appeals related to the violation of the rights, freedoms and legal interests of minors, their parents or guardians;
submitting proposals and proposals to the competent bodies or to the bodies and institutions that directly implement and participate in the prevention of juvenile delinquencies on the application of measures of influence against minors who have committed a crime or other antisocial behavior;
implementation of measures for the preparation and placement of relevant documents for placement of minors in Centers, specialized educational institutions, educational institutions in the prescribed manner;
Parents who neglect or fail to fulfill their obligations to provide, raise and educate minors or have a negative impact on their behavior and treat them cruelly or organization of preventive measures with substitute parents;
it was decided to take measures to protect the rights of minors.
Also, in this Regulation, the following were defined as indicators that determine the effectiveness of psychologists:
decrease in the number of students under the internal control of the educational institution and at the expense of the juvenile commission;
various antisocial behaviors among minors, addictive behavior, antisocial behavior, suicidal behavior, decrease in the level of crime;
decrease in the number of minors who are in a socially dangerous situation, who commit antisocial behavior, who are involved in community work outside the classroom;
increase in the number of students covered by organized types of summer health, recreation and employment.
As a result of these introduced systems, inspector-psychologists are currently working in general education schools, studying their lifestyle and attitude to moral norms of each student section.
Also, in order to prevent minors and young people from engaging in behaviors that have a negative impact on society, to ensure high attendance in educational institutions, to return students who are absent from classes without reason to education 93,769 “Attendance” events were held several times, 9,017 students who did not attend classes without reason were returned to education, 1,586 parents who left their children unattended and 248 educational institution employees were taken appropriate measures, during the events, 3,706 minors who were not participating in training sessions were identified, and 1,590 documents were sent to the commissions for juvenile affairs.
