A qualitatively new system of training professional personnel for the Internal Affairs Bodies is being passed. It was approved in order to ensure the implementation of the Resolution PQ-5076 of the President of the Republic of Uzbekistan dated April 15, 2021 “On measures to introduce a professional system for the Internal Affairs Bodies”. Based on the order of the Ministry of Internal Affairs on the organization of training for the next special titles in the system of continuous training and career process in the bodies of affairs, a special training course was organized. According to the program developed in cooperation with the Institute of Professional Development and field services experts, theoretical and practical trainings are conducted by professors and experienced practitioners using interactive methods.
The Academy of the Ministry of Internal Affairs is considered one of the modern centers of knowledge that prepares qualified specialists for the law enforcement agencies of our country. In recent years, despite the fact that educational processes have been established based on new requirements, threats such as cybercrime, terrorism, and human trafficking, which have arisen in the world, have made it necessary to improve the efficiency of personnel training in the field. The recently signed decision of the head of our state “On measures to introduce a qualitatively new system of training professional personnel for internal affairs bodies” is of great importance in the fundamental improvement of our activities towards the same goal.
Therefore, based on this decision, a completely new system is being implemented. A two-level education system is introduced in the academy. In particular, starting from the 2021-2022 academic year, a two-level higher education system will be introduced at the Academy of the Ministry of Internal Affairs, which will fully meet world standards, including bachelor’s and master’s degrees.
Now the educational system in the academy is focused on targeted professional training of personnel, and cadets admitted to full-time education are trained in specialization and legal sciences, combat and physical training skills from the first year. The educational process is organized on the basis of the bachelor’s program covering full-time and extramural forms of education, and personnel in the field of law are trained.
One of the important aspects is that training in the master’s program at the academy is aimed at training the leading personnel of the internal affairs bodies. That is, personnel training is carried out in the directions of second-level “organizational-tactical management” and first-level “organizational-strategic management”.
The process of admission to the master’s degree was organized through an open and fair selection of candidates from among the employees of internal affairs bodies, and the study period was set at one year. Another innovation provided for in the decision is the establishment of the Nukus branch of the Academy of the Ministry of Internal Affairs in the Republic of Karakalpakstan.
It was decided that the candidates for study at the branch will be made from the Republic of Karakalpakstan and Khorezm region at the initial stage, and later from other regions of our republic. This also allows to improve the quality and efficiency of education, to save costs related to the training of mature qualified personnel, taking into account the specific characteristics of the regions.
Education is inextricably linked with practice. In this process, priority is given to practical strengthening of theoretical knowledge of cadets and trainees, and their orientation to the profession. Deputy Ministers of Internal Affairs, heads of sectoral services are widely involved in the training sessions, and trainings are conducted by them. Traveling trainings are organized in the regional internal affairs bodies, and the real situation in practice is combined with the educational process.
In addition, students of the first level of master’s degree study under the direct guidance of the head of the department of the Ministry of Internal Affairs, the heads of regional internal affairs bodies, and study in courses aimed at improving management skills of foreign law enforcement agencies. A master’s degree is required to be appointed to the position
In order to bring the training of personnel for the industry to a new level, the process of “continuous education and career” is being launched. According to the new regulation, now it is established that the employees must study at the master’s degree of the academy in order to be appointed to the relevant positions of the leadership of the internal affairs bodies.
At the same time, trainees and professors of the academy study in leading educational institutions of foreign law enforcement agencies and regularly improve their skills.
Jaloliddin Manguberdi scholarship will be established. By the President’s decision, an effective system of increasing the sense of patriotism among cadets studying at the academy is being introduced.
In this regard, a departmental scholarship named after Jalaluddin Manguberdi of the Ministry of Internal Affairs will be established in order to support the aspirations of young people in the fields of education, spiritual education and sports.
It should be noted that now advanced approaches, innovative technology and methods are widely applied to the educational process of the educational institution. Rapid investigation teams consisting of professors and cadets are organized under the specialized departments, and practical skills are taught at the scene of serious and extremely serious crimes committed in Tashkent. formation is launched.
The activities of the scientific circles under the departments are improved, and the qualified diploma works and scientific researches of the cadets are directed to the analysis of problems in the field and their solutions based on the criminogenic nature of the regions.
In the prospective plan for the study of foreign experience, France, Germany, the USA, South Korea, Japan, the United Arab Emirates, Israel and other countries will sign cooperation memoranda with similar higher education institutions, professors, teachers and students -organization of training courses and master classes for cadets was set as a priority.
Of course, the implementation of the tasks defined in this decision of the head of our state will be an important foundation for internal affairs bodies in training mature personnel with high intellectual potential and professional knowledge, morally and morally, and developing selfless young people who are involved in the destiny of the Motherland.
