Labour Committee Meets With State Department Regarding Supplementary Estimates

The National Assembly Committee on Labour led by Chair Erick Muchangi (MP Runyenjes) met with State Department for Labour and Skills Development, which is under the committees purview to consider the Supplementary Estimates No. 1 for FY 2023/24 and Budgetary Performance.
The 15 Member Committee put to task submissions made by CS Florence Bore and PS Shadrack Mwadime together with their team from the ministry.
Lawmakers sought details on the Migrant Welfare Fund its status and progress, the number of Bilateral agreements signed so far and how NEA and NITA can finance their programs independently
In his responses PS Mwadime informed the Committee that the Migrant Fund is yet to be operational as no funds have been set aside for it. On her part CS Bore says the ministry is looking to sign three Bilateral agreements with Oman, Kingdom of Saudia Arabia and Germany.
The Ministry also highlighted critical areas that it will suffer from the budget cut including the Labour Migration and Export Programme that involves coordinating and monitoring the welfare of migrant workers at various stages of migration. The International Trade Union Confederation (ITUC – Africa) Congress to be hosted by Kenya through COTU thus strengthening Tripartism in the country.
CS Bore added that “The state Department for Labour requires a lot of support from the Committee in order to play its role as an enabler towards the realisation of the Bottom- Up Economic Transformation Agenda and contribute effectively to Governments agenda in creation of productive and sustainable employment opportunities.
Muchangi assured the CS of the Committee’s commitment in support reinstating funds for most critical programmes.
