Majority rule consists of think tanks and many decision takers

- It is obvious that no manmade system can be said to be a hundred percent efficient and that not all stakeholders in the system operation are aware of all its requirements but there are those who have fully internalized how it operates while others just takes instructions from their seniors upon which they operate the system.
- Not everyone who travels by a bus at any given time is a driver. There is just a single person at the steering wheel others are ordinary passengers. When the traffic police stops the public service vehicle for inspection he deals with the driver and not the passengers as he is fully aware that it is the responsibility of the driver to have the vehicle in good condition.

In dealing with subjects under one command any wish to control them need to be done through their leader rather than leaving the matter to individual subjects some of whom are mere followers who do not bother about the merits and demerits of the instructions issued by their master but follow their masters religiously.
Alexander the Great said that an army of sheep led by a lion is better than an army of lions led by a sheep. Some of issues in this saying that are notable are that the leader is not only a lion but also single as well as his great braveness that he is using to lead his troops to succeed regardless of the nature of the subjects that he is leading.
Whatever is exhibited by the leader the subjects imitate it in such a team work arrangement like in the case above.
Every system available has its author. When functioning normally it does so according to how he intended it to be operating.

In any country at any given time there is a single president in-charge of the country others are under his rule even if they may be offering supportive services
In a family setup the father is the head of the unit unless he delegates his authority to any other family member.
Before implementation of any projects there are those involved in planning they are the one who assesses the viability of the project. Not the implementers, they just execute what they have been instructed to do.
In a class it is the duty of the teacher in-charge to direct on what to be taught, when and how the teaching is conducted. The students are just his followers.
When you find the students quite doing their studies not all of them are doing so out of their personal will some fear the repercussions as there is the class prefect who will report them to the class teacher in case they disturb the other students.
In a football field the authority to determine where there is a fair play or a foul is vested on the central referee and his lines men players are supposed to operate within the rules and regulations of the game otherwise they are penalized.
If players are dissatisfied by the rulings of the referee they should not take law in to their hands and beat him rather they are required to report him to the sports disciplinary board who will carry out investigations if found culpable they will take necessary sanctions according to the sports regulation.
In the bible book of Zechariah 13:7 it talks of the shepherd and the sheep where the latter are led by the former. It reads:
Awake, sword, against my shepherd, against the man who is close to me!” declares the Lord Almighty. “Strike the shepherd, and the sheep will be scattered, and I will turn my hand against the little ones
The one who unites and keep the sheep in one grazing area is the shepherd. In his absence the sheep will go to different direction, they will have no central command.
