In a recent survey conducted by Kenya Truck Surrey, Principal Secretary (PS) for Social Protection, Joseph Motari, has been named the best performing PS in President Ruto’s administration. The survey recognized Motari’s exceptional leadership and dedication, placing him at the top among his peers.
Second place went to PS Alex Wachira of the Ministry of Energy, while PS Salome Beacco, overseeing the Correctional Services Ministry, earned the third spot.
This announcement comes just a day after the government allocated KES 950 million to fund a groundbreaking initiative aimed at providing Social Health Authority (SHA) coverage to poor households struggling to afford premiums. Under PS Motari’s guidance, this initiative promises to transform the lives of millions of vulnerable Kenyans.

In collaboration with Principal Secretary Harry Kimutai from the Ministry of Medical Services, Motari unveiled plans to leverage the Social Registry and the Inua Jamii database to identify eligible households. The Social Registry, which covers over 4.4 million households, and the Inua Jamii program, benefiting 1.75 million individuals, will ensure that the medical coverage reaches those most in need.
