Leadership is often forged through service at the grassroots, where leaders gain a deep understanding of the challenges facing ordinary citizens. For Pelagiah Muthoni, that journey began when she was elected Member of the County Assembly (MCA) for Mitubiri Ward, where she earned a reputation as an accessible, compassionate and development-oriented leader committed to improving the lives of her constituents.
Her tenure as MCA exposed her to the everyday struggles of women, youth, widows, farmers and vulnerable families, shaping a leadership philosophy anchored in humility, service and practical solutions. It is this experience that now inspires her bid for the Murang’a Woman Representative seat on the Democracy for the Citizens Party (DCP) ticket under the Wantam Movement.
Guided by her enduring belief in small beginnings, Pelagiah has remained steadfast in empowering communities one step at a time, convinced that sustainable transformation is built through patience, consistency and servant leadership. Her time in county leadership gave her invaluable insight into governance, public participation and community development — equipping her with the knowledge and experience to represent the people of Murang’a at the national level.
Unlike many who view the position primarily as a political office, Pelagiah envisions the Office of the Woman Representative as a powerful platform for advocacy, empowerment and resource mobilisation. She has pledged to raise additional resources beyond the statutory allocations the office receives, ensuring that more women, youth, widows, orphans and vulnerable children benefit from development programmes and economic empowerment initiatives.
A Leadership Built on Service
Pelagiah Muthoni envisions an Office of the Woman Representative that goes well beyond the traditional mandate of bursaries and affirmative action programmes. She believes the office should become a centre of hope, advocacy and practical solutions for women, youth, children and the most vulnerable members of society.
Her aspiration is driven by a desire to restore dignity, accountability and visibility to the office — ensuring it delivers measurable impact across every ward in Murang’a County.
She holds firmly that leadership is not about occupying public office but about improving lives, and that the people of Murang’a deserve a leader who listens, understands and delivers.
Mobilising More Resources for Murang’a
One of the central pillars of Pelagiah’s agenda is aggressive resource mobilisation.
While she acknowledges the important role of the National Government Affirmative Action Fund (NGAAF), administered through the Office of the Woman Representative, she argues that government allocations alone cannot adequately address the growing socio-economic challenges facing Murang’a residents.
Her strategy is to attract additional resources through partnerships with development agencies, corporate organisations, faith-based institutions, philanthropists, international development partners and local investors.
She believes that broadening the resource base will enable more women and young people to benefit from entrepreneurship programmes, vocational training, scholarships, healthcare initiatives and social protection interventions.
Rather than relying solely on public funding, Pelagiah envisions Murang’a becoming a model county where strategic partnerships complement government programmes and accelerate development.
Restoring Dignity to the Office of Woman Representative
Pelagiah has pledged to restore dignity to the Office of the Woman Representative, ensuring it becomes one of the most respected public institutions in the county.
She believes the office must be defined by integrity, transparency, accountability and accessibility — not political theatrics.
Her vision is to establish an office that remains open and responsive to wananchi, manages public resources prudently and delivers services equitably across all constituencies and wards, regardless of political affiliation.
For Pelagiah, leadership is a sacred trust that must always be exercised with humility, honesty and unwavering commitment to the people.
Standing with Widows
Among the most compelling pillars of Pelagiah’s vision is her commitment to improving the welfare of widows.
She recognises that many widows in Murang’a continue to endure enormous hardship after losing their spouses — facing land disputes, financial insecurity, discrimination and social isolation.
Determined to change this reality, she plans to establish structured programmes providing widows with legal aid, financial literacy training, counselling, entrepreneurship support and access to government empowerment funds.
She believes widows deserve protection, dignity and real opportunities to rebuild their lives.
Helping Widows Navigate Succession
Pelagiah has identified succession disputes as one of the gravest challenges affecting widows in Murang’a.
Many women lose family property simply because they lack legal knowledge or cannot afford legal representation.
If elected, she intends to establish legal support programmes to help widows process succession matters, obtain letters of administration and secure their rightful inheritance.
She plans to work with legal professionals, the Judiciary, chiefs and civil society organisations to simplify succession procedures and ensure widows enjoy the full protection guaranteed under Kenyan law.
Protecting Orphans and Vulnerable Children
Pelagiah also intends to champion the welfare of orphans and vulnerable children.
She believes no child should lose access to education or opportunity because of poverty or the loss of a parent.
Her agenda includes strengthening bursary programmes, scholarships, mentorship initiatives and psychosocial support services to ensure every vulnerable child has a genuine chance to realise their full potential.
She also plans to work closely with government agencies, faith-based organisations and community groups to strengthen child protection systems across Murang’a.
Women’s Economic Empowerment
Recognising that empowered women transform families and communities, Pelagiah intends to expand economic opportunities for women through table banking, savings groups, entrepreneurship training, digital literacy, financial inclusion and access to affordable credit.
She also seeks to connect women with national government empowerment programmes and private-sector markets to help grow their businesses and improve household incomes.
Supporting Youth
As a leader associated with the Wantam Movement, Pelagiah believes Murang’a’s youth deserve far greater opportunities to succeed.
She plans to support young people through skills development, innovation hubs, digital employment, sports, entrepreneurship and improved access to government youth empowerment funds.
She believes tackling youth unemployment requires practical, on-the-ground interventions that create sustainable livelihoods and unlock the immense potential of Murang’a’s young generation.

Pelagiah often credits her resilience and leadership philosophy to her strong faith in God.
Her belief in small beginnings reflects her conviction that lasting transformation comes through perseverance, humility and faithful stewardship.
