The National Government Constituency Development Fund (NG-CDF) CEO and his board have come under fire after several Fund Account Managers from Busia County appeared unprepared before the Committee to answer queries raised by the Office of the Auditor Generals audit reports on constituency fund statements.
Fund Managers from Teso South, Teso North, Matayos, Butula and Budalangi constituencies all requested more time to prepare documents which raised eyebrows on the NG-CDF board’s role in managing the constituency fund.
Mburu Kahang’ara (Lari) emphasized the need for adherence to procurement laws when dealing with public funds.
“The law is very clear on the audit process. Why are we stuck on issues, some going back 10 years, yet both the Constituency office and the NGCDF board have officers employed to take care of public funds,” stated Kahang’ara.
West Mugirango MP Stephen Mogaka on his part questioned the board’s employment policies.
“As a board, do you have an internal Audit? Do you carry out Appraisals? Do you need summons from Parliament for you to start looking into issues yet audit reports are prepared annually?” he asked.
Homa Bay County MP Joyce Osogo also questioned whether this was a deliberate attempt at throwing off the audit process.
“I am establishing that there is a gap in terms of knowledge, professionalism and manner in which these matters are being handled. Both the Fund Managers and NGCDF board’s role in this is wanting and something urgent needs to be done as this could be a way of embezzling public funds” she stated.
Mulyungi directed for the NGCDF CEO and his board to be summoned to address the Committee’s concerns on the deficiencies in their management of the constituency fund offices.
This move underscores the Committee’s commitment to upholding transparency and accountability in the management of public funds, sending a strong message about the seriousness with which financial matters were being handled by the Committee and Parliament as the representatives of the people.
